Power Advisory Kicks Off Maryland Energy Storage Solicitation Process

Boston, Massachusetts, October 14, 2025 – Power Advisory LLC (“Power Advisory”) has initiated the solicitation process for 800 MW of transmission-connected energy storage projects, on behalf of the Maryland Public Service Commission (the “Commission”). This solicitation process is pursuant to the Next Generation Energy Act (“NGEA”) enacted by the Maryland legislature earlier this year. The NGEA requires the Commission to issue at least two solicitations for a cumulative 1,600 MW of front-of-the-meter transmission energy storage. The first 800 MW energy storage solicitation must be issued on or before January 1, 2026.

The Commission has engaged Power Advisory, a management consulting firm that focuses on the electricity sector, to administer the solicitation. CES is serving as a subcontractor to Power Advisory, providing expertise in the quantification of storage benefits and storage dispatch to support the solicitation.

To kick off the solicitation process Power Advisory has issued a Request for Information (RFI) from prospective applicants to guide the development of the process. The RFI can be downloaded from the Maryland Energy Storage Request for Applications website: MDPSC-NGEA-Storage.com. Given the accelerated schedule stipulated by the NGEA, Power Advisory is requesting responses to the RFI by October 28, 2025.

Power Advisory specializes in energy market analysis and strategy, power procurement, policy development, regulatory and litigation support, and project feasibility assessment. Power Advisory team members have had major roles in over 50 requests for proposals (“RFPs”) for power supplies, including the development of RFPs, and the evaluation of proposals submitted in response to these RFPs.
